Resource scarcity is a central Mandate Order pressure, but a shortage is not automatically a production problem: labor, storage, transport, seasonal timing and competing consumption can all affect whether supply becomes usable.

Why resources are the first major guide cluster
Digital Sky reported nearly 2,000 discussions in one test group and identified resources as the most frequently mentioned term. The questions were not limited to finding more material. Players asked why food, water and manpower were short and how laborers, storage, logistics, farmland and combat affected one another.
That evidence points to a diagnostic problem. A resource can be present somewhere in the city yet unavailable where it is needed. A producer may lack labor, a storage path may be unclear, movement may be too slow, or another system may consume the same pool. The release build will determine which of those checks are real controls and which are only conceptual connections.
A launch-safe shortage checklist
- Confirm the resource is actually being produced rather than merely unlocked or visible.
- Check whether the relevant civilian labor is available and assigned in the shipping build.
- Check whether a valid storage destination exists and can accept the goods.
- Trace the distance and transport path between the source, storage and consumer.
- Look for seasonal timing, population needs or military demand affecting the same supply.
- Compare the result with current patch notes before treating behavior as permanent.
What the release-day resource record will track
Once terminology is verified, each real resource can be documented by category, source, producer, consumer, storage behavior, transport path, bottleneck notes, seasonality and game version. That structure supports diagnosis without flattening every problem into a single production number.
