What a new ruler needs to understand first
Mandate Order is not presented as a game where one building solves one problem. Digital Sky's own test recap linked shortages to laborers, storage, logistics, farmland and combat. That makes the first useful skill system tracing: identify where a resource is created, where it waits, who moves it and what consumes it.
The exact opening sequence must wait for the launch build. The order below is conceptual, not an instruction to place an unverified building or hit a numeric target.

- Learn the resource flow: production alone does not prove usable supply.
- Understand labor: civilian availability connects production, transport, farming and military demands.
- Understand storage: goods need a valid place in the circulation system.
- Understand logistics: distance and movement can separate a producer from a consumer.
- Understand farming: four seasons and fertility make food a timed system rather than a static source.
- Understand population needs: food, water and manpower were recurring test-player concerns.
- Understand defense: walls and armies consume people, goods and attention from the same settlement.
- Use the tutorial structure in the shipping build and compare its terminology with this archive before applying detailed advice.
How to diagnose instead of panic
When a warning appears, resist treating the visible shortage as the root cause. Ask whether production exists, whether workers are assigned, whether storage is reachable, whether transport can keep up, whether seasonal timing matters and whether military demand is pulling from the same pool.
That checklist is intentionally general for now. It mirrors the systems Digital Sky has confirmed without pretending to know the release build's exact controls or values.
