Governance is a tradeoff layer

Mandate Order's official framing moves beyond constructing and supplying a settlement. A ruler also recruits scholars, follows competing traditions and reforms the state through policy. Digital Sky lists more national policies and governance paths among the areas intended to grow through Early Access.

A policy guide is useful only when it shows cost as clearly as benefit. A bonus without its unlock condition, duration, limit, competing option or affected system cannot support a real decision. For that reason, this pre-release page establishes the questions without inventing a policy catalog.

How policies will be documented

  • Use the exact English policy name displayed in the verified build.
  • Record the associated school, retainer or governance path only when the interface makes the link explicit.
  • Capture the real unlock condition, cost, effect and any stated duration or cap.
  • Explain the tradeoff and the system it changes instead of repeating a bonus line without context.
  • Attach a game version and review every entry after material balance patches.
