Mandate Order Gameplay & Core Systems
Mandate Order is built around an interlocking loop: resources enter production, move through storage and logistics, sustain population and farming, and ultimately support governance, armies and city defense.

The city-state system map
Feeds food, fertility and seasonal survival into population.
Changes governance, economy and military direction.
Draws manpower, materials and supply back toward the walls.
A city before it is an army
Free-form construction is the visible layer, but the official descriptions place labor, production chains, storage, logistics, seasonal farming and population needs beneath it. The settlement therefore behaves less like a static base and more like a network whose weak connections can interrupt everything downstream.
Warfare belongs to that same network. Conscription draws on manpower, equipment has to be produced or supplied, and a defended city still has to feed and organize itself. A large battlefield is the last expression of the economy behind it, not a separate mode detached from city management.
Five confirmed gameplay pillars

- Strategize — multi-layer resources, logistics, supply lines, trade, seasons and population needs
- Conquer — formations, terrain, chariots, siege warfare and large real-time battles
- Diplomacy — trade, titles, political relationships and the wider statecraft layer
- Reform — Hundred Schools, retainers, policies and different governance paths
